Saggy pants are a true fashion trend but some areas are banning the act of wearing your pants below your waist. This argument goes back years. In 2004 a Dallas school trustee tried to create a bill that would fine people for wearing saggy pants. As well, a Louisiana lawmaker recently proposed a $50 fine anyone wearing saggy pants.
